Can't access site through http:

I uploaded my files successfully using WS-ftp and can see the files in in the public_html folder using my browser (ftp) where I understand they are supposed to go.
If I use my browser to try and access the first page (public_html/index.html) the browser times out and cant find the files. What am I doing wrong???
