Renting TS Server under NPL licence

Hello.
Today i rented a server with 100 slots from a guy, and today when i was editing the rooms,layout and all of that i saw it says Non Profit Licence.
It was under host1free IP, so i was wondering is he breaking the Terms Of Use by renting me and charging for a server which is under NPL licence. and if so - where can i report it?
