2 registers per month for the last year, where is it at admins?

It is getting very tedious to call and have my IP address changed to register for the free vps. I have seen people whove gotten it in one day, some have gotten it close to a week, some have gotten it in 7 minutes from registration. I am wondering why I have had to try 24 times this past year and still got nothing. The last thing I registered with was devteamsn as my hostname, Any help would be appreciated....Admins especially.
